The
General Directorate for Seafarers was created for its administration
to comply with the regulations of international agreements, especially
the 1978 Training, Entitlening and Guard Agreement for Seafarers,
in its 1995 ammended version (STCW 78/95), which turns into a legal
standard of the Republic of Panama, through Law 4 of May 15, 1992
and Resolution J.D. 009-2001.
The General
Directorate for Seafarer's policy consists in enforcing the requisites
for the application of the international and OMI agreements and
other local and international legal instruments.

According
to the parameters of the STCW 78/95 Agreement - Section
A 1/8, it offers our local and international users a
high quality service, within a continuous improvement
system, implementing a Quality System at the main offices
of the General Directorate for Seafarers.

Issuance
of Certificates of Competency and Countersigns, in accordance
with the standards of the STCW 78/95 Agreement and its
local regulations.
|
| 3. |
Through
the Nautical School, it offers educational services,
granting Nautical Engineering degrees, with specialization
in Navigation and Maritime Transportation (Deck Officer)
and Naval Machinery (Machine Officer). The education
is addressed to both male and female students
|

Services
rendered in labour matters:
| A- |
Attends
proposals, complaints and guidance requests for
Seafarer, shipowners and local and international
organizations regarding the enforcement of legal
and conventional regulations on labour matters.
For the first time, since the creation of the
Registry in 1925, the Panamanian maritime administration
assumes this responsibility

| B- |
It
realizes labour inspections on the local and international
life and work conditions of Seafarers that work aboard
Panamanian flag vessels
|
| C- |
It
assists those shipowners and Seafarers that request
our information services through the Regional
Offices of the Panama Maritime Authority, International
Office in New York, Privative Consulates of the
Merchant Marine or worldwide port and international
organizations.

Maritime
Educational Services: |

| - |
Receives
and analyzes the documentation of the Local and
International Maritime Educational Centers, that
apply to be recognized by the Panama Maritime
Authority.

Realizes
the verification audits to the Local and International
Maritime Educational Centers, in accordance with
the required standards of the STCW 78/95 Agreement
and other procedures approved by the Panama Maritime
Authority.

It
owns Technical Personnel, trained according to
the minimum requisites of the STCW 78/95 Agreement
- Section A 1/6 and ISO 9000-2000 Regulations
to realize second part auditings in Quality Systems
and Seafarers Formation, equipment and simulators.
