The Panama Maritime Authority, an autonomous Panamanian governmental entity, was established by the Decree Law # 7 of February 10, 1998 in order to unify all maritime related offices that until that date operated as the National Port Authority; the General Directorate of Consular and Maritime Affairs of the Ministry of Treasury and Finance; the General Directorate of Marine Resources of the Ministry of Commerce and Industries and the Nautical School of Panama of the Ministry of Education.

The Panama Maritime Authority is headed by an Administrator, who exercises its legal representation and is appointed by the President of the Republic of Panama and ratified by the Legislative Assembly.

Currently, the Administrator is Mrs. Bertilda Gracía Escalona and the Deputy-Administrator is Captain Luis Pérez Salamero.
The members of the Board of Directors of the Panama Maritime Authority are appointed by the President of the Republic.

The Panama Maritime Authority has the following functions:

- To act as the supreme maritime authority in the Republic of Panama in order to execute the duties and enforce the responsibilities of the Panamanian Government in accordance with the United Nations Law of the 1982 Sea Convention and other laws and existing provisions.
- To manage, promote, regulate, project and carry out the strategies, standards, plans and programs, related to the functioning and development of the maritime sector.
- To promote, coordinate and execute the National Maritime Strategy.
- To administer the Panamanian shipping registry.
- To propose and coordinate the development plans of the national port system, and to exploit and operate port services and supervise those that are not directly operated by the PANAMA MARITIME AUTHORITY.
- To protect the national interests within the maritime spaces and inland waterways.
- To manage and preserve marines and coastal resources.
- To ensure the compliance of the treaties, conventions and international agreements regarding maritime issues ratified by Panama.
- ·To update the navigation aids system for a safe passage through the Panamanian maritime spaces.
- To accomplish the current standards on apparel, training, entitlening, instruction and guard of the seamen.

THE ORGANIZATIONAL STRUCTURE OF THE PANAMA MARITIME AUTHORITY

Based on a criteria of centralization of functions, in its different departments, the PANAMA MARITIME AUTHORITY has the following organizational structure:

· Board of Directors.
· Administrator.
· Deputy-Administrator.
· General Secretary.
· General Directorate of Merchant Marine.
· General Directorate of Seamen.
· General Directorate of Marine and Coastal Resources.
· General Directorate of Ancillary Maritime Ports and Industries .

It also has the following Directorates: Finance, Human Resources, Public Relations, Management, Internal Auditing, Legal, Planning and Development of the Maritime Sector.

The Board of Directors of the Panama Maritime Authority is conformed by :

- Her Excellency Mirna Pittí, Minister of the Presidency and Chairperson of the Board of Directors;
- His Excellency Jerry Salazar, Minister for the Panama Canal Affairs;
- Captain Edgar Tejada, a professional mariner with a specialty in Nautical Sciences;
- Mrs. Pamela García, a professional in Human Resources for the maritime sector;
- Mr. Francisco Martinelli, a professional with experience on Maritime Law;
- Mr. Fotys Lymberópulos, a businessman of the maritime sector.

The Advisory Council of the Panama Maritime Authority is conformed by:

- the Deputy-Administrator of the institution, Captain Luis Pérez Salamero;
- the Secretary General of Science, Technology and Innovation (SENACYT), of the Minister of the Presidency, Dr. Gonzalo Córdoba;
- the Director of International Organizations of the Ministry of Foreign Affairs, Mr. Ricardo Bustamante;
- the Director of International Affairs, of the Ministry of Work and Labor Development, Mr. Carlos Icaza;
- the Vice Minister of Foreign Trade, of the Ministry of Commerce and Industries, Licdo. Rommel Adames;
- the Chairman of the Panama Chamber of Shipping, Thomas Kenna;
- and the Secretary General of one of the social organizations of Panamanian seamen, Mr. Edilberto Del Cid.

The Panamanian maritime sector represents 20% of the Gross Internal Product (GIP) , being the sector with higher growth in the national economy.

The investments as a result of the privatization and development of the ports are well over the amount of one billion dollars and expansion, privatization and concessions plans continue in the Panamanian port system on both oceans (Atlantic and Pacific).

The Panama Maritime Authority promotes national and foreign investment and supports the development of the Multimodal Logistic Center with the operation of the Panama-Colon Railroad, offering greater operational efficiency to the Colon Free Zone
