OBJECTIVES

The aim of the Maritime Accidents Investigation Department (MAID) is to report, inspect and investigate the circumstances and causes of any accident or maritime incidents in order to improve the safety of life at sea and avoid casualties and accidents in the future aboard Panamanian flagged ships or those occurring currently, anywhere in the world as accidents happened as well as in other flags accidents in territorial waters of the Republic of Panama.

Our goals or objectives are always based on Resolution No. 106-06-DGMM, of January 30, 2008 of the Panama Maritime Authority and on Resolution A.849 (20) amends, of the International Maritime Organization.

These resolutions are the ground work on which the (DMAI) support itself. It applies to commercial vessels, fishing boats and pleasure boats. In addition, classifies accidents sets the objective of the investigation and determines the requirements to report accidents.

It also, includes dispositions on the request, notification and conduct of research, but grants broad discretion to the inspectors, providing the necessary authority given the wide varitety of cases.


ABOUT US

Our Department is responsible for conducting investigations of maritime casualties or incidents that may pose a risk to the human life or the environment, which had caused the loss of human life, marine pollution or damage to the property. It may also intervene in any investigation involving authorities of search and rescue of any State, or any other event affecting the Republic of Panama ; otherwise it needs to be investigated.

Likewise, all our staff is highly qualified and has experience in nautical engineering disciplines, and contingency plans. Also, the DMAI count with administrative staff which handles the financial aspects, nominations, archives, data analysis and publications, which provides general support to the inspectors at every stage of administrative inquiries of preliminary reports and full investigations.

WHAT IS AN ACCIDENT?


An accident is an undesired event that results in personal injury, property damage or loss. Accidents include loss of life or serious injury suffered by any person on board and any person falling from a boat, real or perceived loss of a ship, abandonment or material damage to a ship, its collision or stranding, its deactivation and the material damage caused by ships.

An accident can also be an event like the crumbling of the hoisting mechanism, the list due to the involuntary displacement of cargo or ballast, the loss of load after falling overboard or the attachment of fishing gear that can result in the ship heels to a dangerous angle, if the incident could have caused serious injuries or damage to the health of individuals. It is the duty of every captain or boss to examine any accident that happens to their ship or to occur on board the same.

WHICH ACCIDENTS MUST BE REPORT?

Any incident or accident at sea, should be reported including serious injuries to DMAI by the most effective way possible, through emails, faxes, phone calls from the following sources: Lloyd's Casualty Reporting Service, Owners and legal representatives, Coastal States , Port Captaincy, Panama Canal , Segumar, and other sources.
