La Autoridad Marítima de Panamá (AMP), comunica que el buque petrolero de nombre “GRACE 1”, con número de IMO: 9116412, el cual es mencionado a través de medios internacionales por su detención a través de las autoridades de Gibraltar, colonia británica, no pertenece al Registro Internacional de Buques de Panamá, ya que fue cancelado el 29 de mayo de 2019.
La AMP, mediante la Nota SE-DAC-1066-2019 fechada el 24 de mayo de 2019 procedente de la Secretaría Ejecutiva del Consejo de Seguridad Nacional, del Ministerio de la Presidencia, fue notificada de la alerta internacional relativa a la nave GRACE 1, la cual indicaba que este buque estaría participando o siendo vinculado con la Financiación del Terrorismo, en apoyo a las actividades desestabilizadoras de algunas regiones lideradas por grupos terroristas.
Una vez recibida la notificación, se procedió a ejecutar las correspondientes acciones administrativas (sanciones o cancelación del Registro Mercante Panameño), este procedimiento se realiza bajo el fundamento del artículo 49 de la Ley 57 de 6 de agosto de 2008, el cual establece las causales para la cancelación de oficio del registro de las naves que forman parte de la Marina Mercante Nacional, así como en el Decreto Ejecutivo No. 32 del 4 de febrero de 2019.
Además velando por el cumplimiento de las normativas internacionales entre las que se encuentra el Convenio Internacional para la Represión de la Financiación del Terrorismo de 1999, el cual fue ratificado por Panamá mediante la Ley N° 22 de 9 de mayo de 2002.
La AMP condena enérgicamente toda actividad ilícita y delictiva que atente contra la vida humana, de esta forma reiteramos nuestro compromiso con los acuerdos internacionales al ejecutar las medidas necesarias en contra de quienes sean considerados una amenaza para la estabilidad de la región, la paz y la seguridad internacionales, así como para el prestigio de la Marina Mercante panameña.
THE VESSEL “GRACE 1” DOES NOT BELONG TO THE PANAMANIAN REGISTRY
The Panama Maritime Authority (PMA), communicates that the oil tanker named “GRACE 1”, with IMO number: 9116412, which is mentioned through international media because its detention by the Gibraltar authorities, British colony, does not belong to the International Vessel Registry of Panama, since it was canceled on May 29th, 2019.
The PMA, through Notice SE-DAC-1066-2019 dated May 24th, 2019 from the Executive Secretariat of the National Security Council of the Ministry of the Presidency, was notified of the international alert regarding the vessel GRACE 1, which indicated that this vessel might be participating or being linked to the Financing of Terrorism, or in support of the destabilizing activities of certain regions led by terrorist groups.
Once the notification was received, the corresponding administrative actions were taken into account (sanctions or cancellation of the Panamanian Merchant Registry), this procedure is carried out under the foundation of article 49 of Law 57 of August 6th, 2008, which establishes then reasons and causes for such cancellation of the registry of the vessels that are part of the National Merchant Marine, as well as in the Executive Decree No. 32 of February 4th, 2019.
In addition, ensuring compliance with international regulations, among which is the International Convention for the Suppression of the Financing of Terrorism of 1999, which was ratified by Panama through Law No. 22 of May 9th, 2002.
The PMA strongly condemns any illicit and criminal activity that threatens human life, thus reiterating our commitment to and for international agreements by executing the necessary measures against those who are considered a threat to the regional stability, peace and international security, as well as of the Panamanian Merchant Marine´s prestige.
