La Administración Marítima de Panamá, a través de la Dirección General de Marina Mercante (DGMM) es consciente de la delicada situación por la que están atravesando los buques que navegan en el Estrecho de Ormuz y expresa su apoyo a las declaraciones emitidas por el Secretario General de la Organización Marítima Internacional (OMI), Kitack Lim, sobre este tema, durante a la 101ª sesión del Comité de seguridad marítima (MSC) en la sede de este Organismo en Londres.
En este sentido, condenamos rotundamente la utilización de buques con bandera panameña para actos ilícitos que atenten contra la seguridad de la vida humana y aquellos que claramente violen las leyes, convenios y acuerdos internacionales se verán sancionados y correrán el riesgo de que la Nave sea cancelada del Registro.
Los intereses nacionales de la República de Panamá y de la comunidad internacional son fuertemente afectados cuando estos actos deliberados ponen en riesgo a las tripulaciones y al comercio internacional.
Con relación al caso publicado en medios internacionales sobre el buque RIAH, con número IMO 8816455, queremos informar que el día viernes 19 de julio de 2019, se dio inicio al proceso de cancelación de oficio de esta embarcación del Registro de Buques de Panamá, la decisión se tomó, después de realizar una investigación interna en la que se solicitó información a los agentes residentes y representantes legales de la nave, detectándose que la misma violó regulaciones internacionales de manera deliberada, además de incurrir en irregularidades en cuanto a documentación y formalidades que debían mantenerse en el expediente que se posee de la Nave en nuestra institución.
Reiteramos que por noticias internacionales y medios se pudiera entender que la Nave sufrió algún tipo de emergencia o situación de desastre, cabe destacar que ninguna de estas informaciones fueron reportadas por los canales apropiados a la Administración marítima panameña.
Para la Autoridad Marítima de Panamá, es completamente inaceptable que una de nuestras Naves se vea involucrada en situaciones o actos ilícitos en cualquier parte del mundo, por tanto se tomarán acciones enérgicas, cuando los armadores/operadores/tripulantes intenten modificar o mal operar los equipos de posicionamiento global – AIS y LRIT – intencionalmente.
En la actualidad se ha procedido a realizar cancelaciones a embarcaciones por violar las leyes nacionales y tratados internacionales de las cuales la República de Panamá es firme signatario, ya que para esta Administración el compromiso de cumplimiento con las Normas y Estándares Internacionales es de alta prioridad y de atención inmediata.
THE PANAMA REGISTRY OF SHIPPING CONDEMNS THE USE OF VESSELS FOR ILLEGAL ACTIONS
The Panama Maritime Administration, through the General Directorate of Merchant Marine (GDMM), is aware of the delicate situation going through of vessels transiting the Strait of Hormuz and expresses its support for the declarations issued by the Secretary General of the International Maritime Organization (IMO), Kitack Lim, on this issue, during the 101st session on Maritime Safety Committee (MSC) at the headquarters of this Organization in London.
In this regard, we strongly condemn the use of Panama flag vessels for unlawful acts that threaten the safety of human life and those that clearly violate laws, conventions and international agreements will be sanctioned and run the risk of the vessel being canceled from the register.
The national interests of the Republic of Panama and the international community are strongly jeopardized when these deliberate acts put crews and international trade at risk.
In regards to the case published on international media about the vessel RIAH, with IMO No. 8816455, we want to inform that on Friday, July 19th, 2019, the process of cancellation of this vessel of the Panama Shipping Registry, the decision was made, after performing an internal investigation in which information was requested from the resident agents and legal representatives of the vessel, finding that it had violated international regulations in a deliberate manner, in addition to incurring irregularities in terms of documentation and formalities that they should had kept on the vessel’s file held in our institution.
We reiterate, that by international news and media it could be understood that the vessel suffered any type of emergency or disaster situation, it should be noted that none of this information was reported by the appropriate channels to the Panama Maritime Administration.
For the Panama Maritime Administration, it is completely unacceptable for one of our vessels to be involved in illegal situations or acts anywhere in the world, therefore strong actions will be taken when the shipowners /operators /crew intentionally attempt to modify or mishandle the global positioning equipment- AIS and LRIT – on purpose.
Currently, vessel cancellations have been taken place for violating the national laws and international treaties of which the Republic of Panama is signatory, since that for this Administration the commitment of compliance with the International Standards and Regulations are of a high priority and of immediate attention.
