La Autoridad Marítima de Panamá (AMP), como ente rector del Registro de Naves de Panamá, comunica que está al tanto del incidente que han afectado a una nave de su bandera en Ucrania, el día de ayer.
La nave tanquera fue alcanzada por un dron mientras se encontraba en el área de fondeo de Chornomorsk, Ucrania. Como resultado del incidente resulto herido un miembro de la tripulación, quien fue atendido oportunamente y se encuentra estable.
En este sentido, la Administración panameña por medio del MMN 03/2022, recomienda a todas sus naves que tomen todas las medidas de seguridad necesarias y eviten transitar por aguas ucranianas y rusas en el mar Negro y el mar de Azov.
Ucrania continúa registrando impactos significativos como consecuencia del conflicto en curso, situación que ha derivado en restricciones operativas, incluidos el cierre o la limitación de actividades en varios puertos de importancia estratégica, lo que incrementa los niveles de riesgo para los buques que operan o realizan escalas en instalaciones portuarias ucranianas.
Es importante que todos los buques panameños que se encuentren en aguas ucranianas y/o puertos ucranianos cumplan con las medidas de precaución específicas establecidas por el Gobierno de Ucrania, entre las cuales se encuentran:
- Realizar una nueva evaluación de riesgos y amenazas específica para cada buque y cada viaje antes de entrar en cualquier región en la que se haya producido un incidente o haya cambiado la amenaza.
- Tras la evaluación de riesgos, revisar el plan de seguridad del buque.
- Mantener una vigilancia completa y vigilante en el puente.
- Garantizar la aplicación de controles estrictos de embarque.
- Comprobar que todo el equipo contra incendios esté disponible para su uso inmediato.
- Asegurarse de que la bomba contra incendios de emergencia esté disponible si se está realizando algún mantenimiento.
- Mantener el Sistema de Información Automática (AIS) y el LRIT funcionando correctamente, con el fin de poder enviar continuamente las posiciones de los buques.

The Panama Maritime Authority (PMA), as the governing body of the Panama Ship Registry, informs that it is aware of the incident that affected a Panamanian-flagged vessel in Ukraine yesterday.
The tanker vessel was struck by a drone while at anchor in the Chornomorsk anchorage area, Ukraine. As a result of the incident, one crew member was injured; the individual received timely medical attention and is reported to be in stable condition.
In this regard, the Panamanian Administration, through MMN 03/2022, recommends that all Panamanian-flagged vessels take all necessary security measures and avoid navigating in Ukrainian and Russian waters in the Black Sea and the Sea of Azov.
Ukraine continues to experience significant impacts as a result of the ongoing conflict, a situation that has led to operational restrictions, including the closure or limitation of activities at several strategically important ports. This has increased the level of risk for vessels operating in or calling at Ukrainian port facilities.
It is important that all Panamanian-flagged vessels currently in Ukrainian waters and/or Ukrainian ports comply with the specific precautionary measures established by the Government of Ukraine, which include, among others:
- Conducting a new, vessel- and voyage-specific risk and threat assessment prior to entering any region where an incident has occurred or where the threat level has changed.
- Reviewing the Ship Security Plan following the risk assessment.
- Maintaining full and vigilant watch on the bridge.
- Ensuring the implementation of strict boarding controls.
- Verifying that all firefighting equipment is available for immediate use.
- Ensuring that the emergency fire pump is available if any maintenance work is being carried out.
- Keeping the Automatic Identification System (AIS) and LRIT fully operational to ensure the continuous transmission of vessel positions.
