El secretario general de la Organización Marítima Internacional (OMI), Arsenio Domínguez realizó una visita oficial a la Autoridad Marítima de Panamá (AMP), tras su primera misión oficial en el país luego de asumir el cargo en enero de 2024.
Domínguez fue recibido por el Ingeniero Luis Roquebert, administrador general de la AMP, junto con el cuerpo de directores y subdirectores de la institución. “Estoy muy feliz por esta visita. Es una institución que llevo muy cerca de mi corazón porque trabajé por más de 20 años en ella”, recalcó el secretario general de la OMI.
El acto central de la visita fue el conversatorio “Empoderamiento de la mujer en el sector marítimo, un llamado a la acción hacia la formación, visibilidad, reconocimiento con desarrollo sostenible”.
El encuentro puso de relieve la necesidad de seguir impulsando la participación femenina en una industria históricamente dominada por hombres. Este espacio no solo destacó el valor de brindar mayores oportunidades de formación y liderazgo a las mujeres, sino también la importancia de visibilizar sus aportes y garantizar condiciones equitativas en el ámbito marítimo, un sector clave para la economía global. La OMI y la AMP coincidieron en que promover la igualdad de género es esencial para fortalecer la sostenibilidad, la innovación y la competitividad de la actividad marítima internacional.
En la conferencia participaron, junto al secretario general, Rina Berrocal, subdirectora general de Marina Mercante; Marta Aparicio, directora general de Registro Público de Propiedad de Naves; y Pilar Castillo, vicepresidenta de la Cámara Marítima de Panamá.
“Me gustó escuchar las perspectivas y las opciones, así como la forma en la que están trabajando para mejorar y demostrar la eficiencia del registro más grande del mundo en cuanto al número de buques abanderados”, destacó Domínguez al finalizar el evento.
Esta visita oficial forma parte de la amplia agenda que el secretario general de la OMI desarrolla en Panamá, la cual ha incluido reuniones importantes en el Ministerio de Relaciones Exteriores, AMP, Administración del Canal de Panamá, Universidad Marítima Internacional de Panamá y gremios del sector marítimo, donde impulsa los temas prioritarios de su gestión al frente de esta organización.

He was welcomed by Luis Roquebert, Administrator of the PMA, together with the institution’s directors and deputy directors. “I am delighted to be here. This is an institution that I hold very close to my heart, having worked here for more than 20 years,” Domínguez remarked.
The highlight of the visit was the forum “Empowering Women in the Maritime Sector: A Call to Action on Training, Visibility, and Recognition for Sustainable Development.”
The event emphasized the importance of continuing to expand women’s participation in an industry long dominated by men. Beyond training and leadership opportunities, the forum stressed the need to highlight women’s contributions and to ensure fair conditions across the maritime field—a sector that plays a pivotal role in the global economy. Both the IMO and PMA agreed that advancing gender equality is key to driving sustainability, innovation, and competitiveness in international shipping.
Alongside the Secretary-General, the panel included Rina Berrocal, Deputy General Director of the Merchant Marine; Marta Aparicio, The General Director of Public Registry of Ship Ownership; and Pilar Castillo, Vice President of the Panama Maritime Chamber.
“I greatly valued hearing the perspectives and initiatives being put forward, as well as the commitment to strengthening and showcasing the efficiency of the world’s largest ship registry by number of flagged vessels,” Domínguez noted at the close of the event.
This visit forms part of a broader agenda led by the IMO Secretary-General in Panama, which includes high-level meetings with the Ministry of Foreign Affairs, the PMA, the Panama Canal Authority, the International Maritime University of Panama, and various maritime industry associations—pushing forward the priority issues of his mandate.
